
Phase III of Logansport Utilities water line replacement scheduled to begin in January 2026

The third phase of residential water line replacement work is scheduled to begin in January 2026.
F & K Construction, an excavation and construction company based in Flora, Indiana, will complete the Phase III work after being awarded the contract as the low bidder in September 2025, at a cost of $4,491,030.
Working in partnership with the Logansport Utilities’ water department, the contractor will continue replacing residential lead water service lines and galvanized steel lines located downstream from lead lines. Many of these lines were installed more than 50 years ago and include some service connections located inside homes.
The water line replacement project began in 2023, with F & K Construction replacing larger underground water main lines. Phase III work will continue with the replacement of residential service lines up to the point where they connect to a home or business’s internal plumbing. In some cases, access inside a home or business may be required to complete the free replacement. Work is set to begin on the south side of Logansport, then move to the downtown area, and then towards the east end.

Once a home or business has been identified for water line replacement, F & K Construction staff will provide advance notification and detailed information to the affected resident or business owner.
All water line replacement work is provided at no cost to the customer.
A third round of funding was secured in August 2025 through the State Revolving Fund (SRF) Loan Program. Logansport Utilities first applied for SRF funding in 2022 and was awarded $7.1 million in grant funding to begin the citywide water service line replacements in 2023. In 2024, LU received an additional $5 million, with half awarded as grant funding and half as zero-interest loans repayable over 20 years. In 2025, LU was awarded another $5 million for Phase III of the project, including $2.5 million in grant funding and up to $2.5 million in zero-interest loans.
The utility’s ongoing goal is to replace approximately all 4,500 lead service lines in Logansport, ensuring residents have long -term safe, clean, and reliable drinking water.
