
Cass County Redevelopment Commission celebrates groundbreaking for READI 2.0 Agribusiness Park potable water project

Groundbreaking Marks Major Infrastructure Investment to Support Existing Industry and Future Growth
LOGANSPORT, Ind. – The Cass County Redevelopment Commission (RDC), in partnership with Logansport Utilities, today celebrated the groundbreaking of the Cass County Agribusiness Park Potable Water Project, a transformative infrastructure investment made possible through the State of Indiana’s READI 2.0 program.
Local and regional leaders gathered to commemorate the start of construction on a project that will provide reliable potable water service to the Cass County Agribusiness Park, strengthening existing industries while preparing more than 2,000 acres for future economic development.
The project will connect the Agribusiness Park to Logansport Utilities’ potable water system by constructing approximately four miles of new water main. In addition, approximately 20,000 feet of existing fire protection water infrastructure will be converted to potable water service, while 28,600 feet of new water main will be installed to create a looped distribution system that enhances reliability, capacity, and system resiliency.
Upon completion, the new infrastructure will ultimately provide potable water service to the existing industries located within the Agribusiness Park and significantly increase the park’s readiness for future industrial expansion and recruitment.
“This groundbreaking represents much more than the start of a construction project—it marks an investment in Cass County’s future,” said Ryan Zeck, President of the Cass County Redevelopment Commission. “Infrastructure drives economic development, and access to dependable potable water is essential for today’s industries. This project strengthens our ability to support existing employers, attract new investment, and position the Cass County Agribusiness Park as one of Indiana’s premier locations for agribusiness and advanced manufacturing.”
“We’re excited to see this project move from planning to construction because it represents exactly the type of investment the READI 2.0 program was designed to support,” said Steven Ray, Executive Director of the North Central Indiana Regional Planning Council. “Strategic infrastructure investments like the Cass County Agribusiness Park Potable Water Project create long-term opportunities for business expansion, attract new employers, and strengthen the economic competitiveness of the entire North Central Indiana region. This project demonstrates what can be accomplished when local communities, utilities, and regional partners work together toward a shared vision for growth.”
The improved water infrastructure is expected to support two potential industrial expansions representing more than $200 million in private investment, while creating opportunities for additional business attraction, job creation, and long-term economic growth throughout Cass County and the North Central Indiana region.
The project reflects the collaborative spirit of the READI 2.0 initiative, bringing together the Cass County Redevelopment Commission, Logansport Utilities, North Central Indiana Regional Planning Council, the State of Indiana, and HWC Engineering to invest in and plan the infrastructure that creates lasting economic impact.

The Cass County Agribusiness Park has become a key driver of economic development in North Central Indiana, serving companies involved in agriculture, food processing, logistics, manufacturing, and related industries. The addition of municipal potable water service will further enhance the park’s competitiveness by providing infrastructure that modern industries expect when making location and expansion decisions.
The Cass County Redevelopment Commission extends its appreciation to the State of Indiana, the North Central Indiana Regional Planning Council, Logansport Utilities, local elected officials, project partners, and the many stakeholders whose collaboration has helped bring this important investment to fruition.
Construction is expected to continue over the coming months, with completion anticipated in September 2027.
