Stormwater rate updates approved by Logansport City Council

A new structure and expansion of commercial classifications for Logansport Utilities stormwater rates has been approved by Logansport’s city council. The common council unanimously approved the ordinance at the second public reading during the city council meeting on August 3, 2026.

Announced back in March 2026, the rate changes included an updated model to how stormwater fees are calculated, ensuring that costs are distributed equitably across residential, commercial, and institutional
customers. Residential rates remain unchanged, while adjustments to non-residential rates are designed to better reflect property impact on the stormwater system.

The new structure expands commercial classifications from 3 to 6 categories and introduces a refined methodology based on “Residential Units,” which considers both property type and impervious surface
area. This approach replaces older models that relied heavily on square footage alone.

Logansport Utilities emphasizes that stormwater utilities function as a shared public service, similar to roads and emergency services. Fees are not based on individual water usage but rather on maintaining a
system capable of managing the runoff across the entire community.

Much of the stormwater fees are established to support compliance with unfunded, state-mandated requirements, including those aimed at reducing combined sewer overflows and ensuring the community meets state and federal environmental regulations.

The city’s utility committee approved scheduling the public readings back in June 2026. The first city council public reading was in July 2026.

The utility company is reaching out to the non-residential customers affected by the new rate tiers, explaining the changes, and providing detailed property-specific information. They will have approximately four months to review their classifications, ask questions, and request adjustments if necessary. The updated rates are expected to be finalized towards the end of 2026, with implementation planned for
January 2027.
