Two arrested following vehicle pursuit in Cass, Fulton Counties

On Thursday, January 28, 2021, at approximately 6:40 p.m., Cass County Dispatch received information from a concerned citizen on a reckless driver northbound on State Road 25 from Chase Road. The caller stated that the vehicle did not have a rear bumper, was speeding up and slowing down and erratically braking while driving all over the roadway.

Deputy Hanna was able to intercept the vehicle at State Road 16 and State Road 25. Deputy Hanna attempted a traffic stop on the suspect vehicle near County Road 875 North and State Road 25. The driver of the car refused to stop and continued northbound on State Road 25 across the Fulton/Cass County line. A deputy with the Fulton County Sheriff’s Office deployed a tire deflation device at State Road 25 and County Road 150 South in Fulton County.

The suspect vehicle struck the device, deflating at least one tire. The suspect vehicle continued northbound and came to stop on the south side of Rochester at the entrance ramp to U.S. 31. The pursuit lasted approximately 17 minutes and reached speeds near 110 mph.

The vehicle contained three occupants. When the vehicle came to rest, the driver and the front seat passenger fled while the back seat passenger stayed with the vehicle. Both fleeing individuals were apprehended without incident after short foot pursuits.

The driver, Angelo Baldwin, 21, of Gary, IN, was incarcerated at the Cass County Jail for resisting law enforcement with a vehicle, carrying a handgun without a permit and numerous traffic violations.

The passenger, Kiera Quarles, 20, of Cedar Rapids, Iowa, was incarcerated at the Cass County Jail for resisting law enforcement and an out-of-state warrant pending extradition.

The rear seat passenger was a 16-year-old juvenile and was released to a family member with no criminal charges filed in Cass County.

The Rochester Police Department and the Fulton County Sheriff’s Office assisted in the apprehension and investigation.

All suspects are innocent until proven guilty in a court of law.
